The first major inquiry on prisons planning and policies in this Parliament, and it has provided an opportunity to consider the impact of the Government’s programme of reforms and efficiency savings across the prison estate. In particular they have examined two measures that have been employed by the Ministry of Justice to reduce the operational costs of the system: benchmarking; and structural reforms replacing inefficient prisons with new prisons and extra house blocks in existing prisons.
